A Message from Planning & Zoning Commission

The Chester Planning & Zoning Commission (PZC) recently modified a rule in their approach to notifying neighbors about public hearings taking place. Section 120F of the Zoning Regulations, as written, seemed to place the responsibility to notify abutting properties on the Commission (or its administrative support) when an applicant was seeking a Special Exception permit. The recent turnover in staffing for the Commission made clear that this responsibility placed a substantial burden on town administrative resources. With some clarifying language in the form of a text amendment, the PZC changed this procedure to require the applicant themselves to notify abutting properties of the pending public hearing, and then to furnish proof (via certificate of mailing) to the Commission that this notification had been provided.

The change will go into effect later this month, and will not diminish the ability of the public to be properly informed about proposed changes happening in Town. It simply shifts the administrative burden for this notification to the party proposing the change.
