The Town of Chester is seeking an individual or firm to staff a part-time position as land-use officer. The position will require approximately 25 hours per week.  Pay rate will begin at $25 an hour.  Pay hours and pay rates can be adjusted depending upon experience. The Land Use Officer administers the duties and job titles of planner, zoning enforcement officer, and inland wetlands and watercourses enforcement officer. It provides general administrative and enforcement on behalf of the first selectmen, planning and zoning commission, and inland wetlands and watercourses agency in accordance with Connecticut state statutes and town policies and procedures.

This is an important, responsible, leadership position that will oversee and help shape the direction of land-use development and conservation in the town of Chester. The land-use official position may be assisted by part-time or consulting staff to assist with the functions of enforcement support, project management, and community development, subject to the availability of town or grant funds.

Supervision of all zoning, wetlands or enforcement related duties is provided by the First Selectman, and the chairs of the Planning and Zoning Commission , and the Inland Wetlands and Watercourses Agency.

The land-use officer serves as an agent of the First Selectmen and the Planning and Zoning Commission in matters of enforcement of town regulations and implementation of the Plan of Conservation and Development. The officer also serves as an agent of the Inland Wetlands and Watercourses Agency in matters of enforcement of state regulations. The land-use official also will act as the agent of the Planning and Zoning Commission in the administration and implementation of flood hazard standards and requirements as well as Gateway Commission regulations and requirements.

The applicant must possess or be able to complete Connecticut Association of Zoning Enforcement Officials certification within two years of date of hire. The applicant must also complete required training for authorized wetlands agent pursuant to Connecticut General Statutes section 22a-42a(c)2.

The Town of Chester is accepting applications and letters of interest for the part-time position of Land Use Clerk. Applicants must submit their application and letter of interest describing their training and qualifications to the Office of the First Selectman by 12:00 pm May 27, 2022.


This is responsible clerical work involving the performance of various administrative and general office duties for the Building Official, Wetlands Officer and Zoning Enforcement Officer.

Work involves responsibility for the storage and retrieval of documents, maps, records and files and the administration of application and filing procedures.  Duties include collecting building fees and routine clerical tasks.  This position also has the responsibility of making routine records management technical decisions.  The work requires that the employee have considerable knowledge, skill and ability in every phase of the records management responsibilities of the Land Use Department.

Part time hourly; 10 hours x $20.00 per hour (approximately 2 days per week).


Works under the general supervision of Building Official, Zoning Enforcement Officer, Wetlands Agent and First Selectman.


  • Performs a variety of administrative clerical functions for the Land Use Department including filing, preparing correspondence, preparing monthly, quarterly and annual reports due to town and state agencies, compiling of statistical information, sorting and processing incoming mail.
  • Provides information to the general public regarding the functions and operations of the Building, Zoning and Wetlands Departments and assists with applications and explains procedures for obtaining permits.
  • Provides permits information to Town of Chester Assessor.
  • Processes applications, forms and permits, collects fees, prepares revenue reports and forwards same to Town Treasurer.
  • Posts agendas, minutes, notices of decision, legal notices, and other formal actions of the Planning & Zoning Commission, Zoning Board of Appeals, and Inland Wetlands & Watercourses Commission.
  • Prepares meeting minutes from Planning & Zoning and Inland Wetlands & Watercourses Commissions.
  • Performs special assignments and studies as assigned.
  • Orders supplies for the Department and keeps track of Department budgets.
  • Schedules inspections for the Building Official.


  • Considerable knowledge of records management, office procedures and practices.
  • Considerable knowledge of computer use including Microsoft Office.
  • Familiarity with laws, regulations and procedures related to the Building, Zoning and Wetlands sections that make up the Land Use Department.
  • Basic business mathematics skills.
  • Considerable ability in oral and written communications and attention to detail.


High school diploma required plus two years of work and records management experience or equivalent in education.
