The electors of the TOWN OF CHESTER, CONNECTICUT and all other citizens qualified to vote in town meetings of the said TOWN OF CHESTER are hereby notified and warned that a Special Town Meeting will be held on Wednesday, December 20, 2017 at 7:00 p.m. at the Chester Town Hall Community Room at 203 Middlesex Avenue to consider and act upon the following:


  1. To appropriate and authorize the expenditure of $130,000.00 from the Capital Fund – Main Street Project III Account 20-00-30-0000-030 for completion of services including design, public involvement and contract documents in preparation for the Phase III of the Main Street Project, from the Main Street Bridge to the Laurel Hill Cemetery, as recommended by the Board of Finance.
  2. To authorize the First Selectman to enter into a 20 year Power Purchase Agreement with Greenskies to put a 385 panel solar array on the roof of Chester Elementary School during the summer of 2018. No town funds will be expended as part of this contract, which will provide approximately 42% of the electric power for the school at a projected savings of $469,715 over the contract term. A copy of the proposed contract is on file in the Selectman’s office.
