Request for Qualifications Legal Notice:

The Town Chester is seeking to engage the services of a Consulting Engineering firm to provide construction inspection and administration services for the following transportation project: Project Number L026-0001 – Main Street Improvements Phase III. This project is being funded under the State of Connecticut Department of Transportation Local Transportation Capital Improvement Program (LOTCIP). The construction project primarily consists of a streetscape reconstruction including roadway, sidewalk, storm drainage, site lights, landscaping and retaining walls over approximately 700 feet of Main Street between the Laurel Hill Cemetery and Route 148, and short tie-in sections of Maple Street and Spring Street. The Consulting Engineering firm selected may also be required to provide materials, testing and prepare reports. The projected project construction cost is expected to be in the range of $2M to 2.5M. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The Consulting Engineering firm will be evaluated and selected based on the technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of State and Municipal procedures weighted in descending order of importance. The fee will be negotiated on a cost plus basis. The contract will not be subject to DBE/SBE/SBPPP goals. The selected firm must meet all applicable Municipal and State affirmation action and equal employment opportunity practices. Three (3) copies of a letter of interest, together with general information on the firm, the firm’s brochure, experience of the firm and resumes/qualifications of key personnel shall be addressed to: Lauren S. Gister, First Selectwoman, Town of Chester, 203 Middlesex Avenue, Chester, CT 06412. Proposed sub consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or brought to The First Selectman’s Office at the above address (if hand delivered) no later than 4:00 p.m. on December 20, 2019. Responses received or postmarked after this date will not be considered.
